The meeting is traditionally addressed by the current Home Secretary and the Commissioner. It was Roy Jenkins, a Labour Home Secretary in the 1960s who said it was the most dreaded meeting on his calendar. I can remember the address by Merlin Rees in 1978, I have never seen such scenes of anger from the floor, so much so that he couldn't finish his speech.
